HDC-BLO is short for half double crochet in the back loop only. One simple little change of inserting your hook, creates a braid across the front of your work. HDC-BLO is worked by yarning over once, inserting you hook under the the back loop of the "v" formation of the next stitch, yarning over again, and pulling through all three loops on your hook.
