According to the famous Heather McNaughton of Truly Victorian patterns, typical late Victorian and Edwardian era petticoats similar to this one  "were made with lots of varied ruffles to them, so you would have 3-4 layers at the hem line in one petti. Start with a full length petti, and put a 6" ruffle at the hem. Over that you have a tall ruffle coming off at knee height that goes to the hem, with a 6" ruffle on the bottom if it."
