In the early 1800s (this map is 1815, right before the Spanish began losing most of their colonial possessions), European Empires had a global presence but communication and transportation still operated so slowly that decision making was predominately at the local level. The unification of Italy and, to a lesser extent, of Germany, marked a challenge to the Confederal system - see the graphic for a definition.  These were replaced by Unitary or Federal systems.  A similar tension existed in the United States, and was at least partially in play during the rationalization of Southern secession. Note that  the US Civil War took place during the same period as the unification of Germany and Italy.
